  1. The Civil Aviation Authority of Singapore (CAAS) has announced the Construction of Loop Taxiways at Changi Airport today.

Background

  1. It was earlier announced that as part of the Changi Airport expansion plans, a new Terminal 5 will be constructed and a three-runway system implemented to accommodate long-term air traffic growth and support Singapore’s continued success as a global air hub.

  2. To implement the three-runway system, there is a need for new taxiways to be built around the existing Runway 2 to facilitate safe and efficient aircraft circulation. The new taxiways will link existing airport facilities, such as Terminals 1, 2 and 3 and Runway 1, to the new facilities at Changi East, such as Runway 3 and the future Terminal 5. 

Land Acquisition

  1. The Government will be acquiring a part of Tanah Merah Country Club (TMCC) (Garden Course) for the new taxiways. Based on existing estimates, six holes of TMCC’s 18-hole Garden Course, three tennis courts and two storage sheds may be affected. The Singapore Land Authority (SLA) has gazetted the land affected by the acquisition today.

  2. The notification of the land affected by the acquisition has been published in the Gazette on 17 February 2014. A copy of the Gazette Notification No. 381 dated 24 December 2013 may be found online at http://www.egazette.com.sg/. The affected private property is listed as follows:

  1. As part of the Government’s engagement with TMCC on lease extension decisions, the Government had earlier informed TMCC about airport expansion works that could affect the Club. SLA and CAAS are in touch with the management of TMCC to assist the club in mitigating the impact of the acquisition.

  2. Plans of the affected lands may be inspected during normal office hours at the office of the Collector of Land Revenue, Singapore Land Authority from Monday to Friday except Public Holidays. Any person who wishes to claim an interest in compensation on account of the acquisition, but has not received an acquisition notice, may contact the office of the Collector of Land Revenue, Singapore Land Authority at 1800 323 9829 to arrange for an inquiry to state the nature of his interests in the land, the amount and particulars of his claims to compensation for his interest, the basis or mode of valuation by which the amount claimed is arrived at and his objections, if any, to the measurements of the land to be acquired.
