Singapore Land Authority (SLA) has re-launched a fresh new tender for the use of a plant nursery and retail garden site at Punggol East. The tender which opened last Thursday will close in a month’s time on 18 May.

2 In the tender last April, there was no award then as the proposals did not meet the technical requirements. From the feedback and suggestions received from the previous bidders, SLA revised the tender specifications and amalgamated the three sites into one parcel (see attached map for Parcel 4).

3 With an initial three-year tenure and renewable on terms up to nine years, the estimated land area for the enlarged parcel is about 17,500 sqm and can have an allowable Gross Floor Area (GFA) quantum of up to 4,000 sqm. The quantum of GFA for commercial use is also correspondingly enlarged to 800 sqm (maximum) for the entire parcel, and strictly meant for activities related to retail of plants. The guide rent for the parcel is $16,600 per month, factoring in the price of a non-dedicated electrical substation which the successful bidder would build. A non-dedicated electrical substation will serve other parcels in the vicinity as well. The GFA of the electrical substation is in addition to the allowable GFA quantum for Parcel 4.

4 So far, there have been market interest shown and enquiries made of the said parcel by new and current nursery operators elsewhere.

5 SLA also updated the progress of other sites of the Punggol area. Three other parcels were put out by SLA between April and July last year. So far, Parcel 5 has been awarded for the use of a golf driving range, while Parcels 2 and 3 are being studied for other uses and possibility of relaunches. A former Maternal and Child Health Clinic at Punggol Road, was awarded for use as a childcare centre.

6 SLA Director of Land Business & Operations Division, Mr Simon Ong said, “Punggol East is part of larger blueprint to develop Punggol New Town, and in consultation with other planning agencies and grassroots, we hope to inject some vibrancy to the area for all. The tender has been improved to meet business needs.”

7 Site showround for the State Property will be held on 4 May 2007 at 4.00pm. The tender will close on 18 May 2007. The tender period is longer than the normal 3-week tender for buildings, as SLA envisaged that tenderers of open land would require more time to conduct feasibility and costs assessment.
