The Minister for Law has appointed 7 new members and re-appointed 2 members to the Singapore Land Authority. These appointments will take effect on 1 August 2011.

New Appointments

  • Mr Lim Sim Seng – Singapore Country Manager, DBS
  • Mr Steven Phan – Country Managing Partner, Ernst & Young
  • Ms Yeo Lian Sim – Chief Regulatory Officer, SGX
  • Mrs Elaine Lim – Managing Director, Citigate Dewe Rogerson, i.MAGE
  • Mr Wong Mun Summ – Founding Director, WOHA Architects Pte Ltd
  • Mr Chai Chin Loon – Chief Operating Officer, Assurity Trusted Solutions Pte Ltd
  • Mr Calvin Phua – Director, Land Policy, Ministry of Law

Re-appointments

  • Mr Vincent Hoong – Chief Executive, Singapore Land Authority
  • Dr Peter Kellock – Founder, Muvee Technologies Pte Ltd

With their re-appointment, Mr Vincent Hoong and Dr Peter Kellock will be serving their second term as members of the Authority.

Out-going Members

5 members will be stepping down after they complete their current term of office on 31 July 2011.

Annex A

 

1.

Lim Sim Seng

 

A veteran banker, Mr Lim is currently the Country Manager of DBS Singapore and holds board directorships at DBS Vickers and Avantage Ventures. He is also the Vice-Chairman of ASEAN Business Group, Singapore Business Federation and an Executive Board Member of China-ASEAN Inter-bank Association.

In his 28-year banking career, the bulk of which was spent in Asia, Mr Lim held a variety of roles in Asia-Pacific, Middle East and the U.S. He was formerly the President and CEO of Citigroup Global Markets Japan Inc and Board Director of Citigroup Japan Holdings Corp. During his tenure as Country Officer, Hong Kong and Chairman of Citibank Hong Kong, he developed the strategy for Hong Kong’s markets and banking franchise and provided support to the consumer and wealth management businesses.

     

2.

Steven Phan

 

Mr Phan has about 30 years of auditing and advisory experience, of which more than nine years was spent overseas in London and Kuala Lumpur. As a result of his international exposure, he has extensive experience in all aspects of financial and business consulting. This has been further complemented by a broad range of audit engagements in various industries. Currently the Country Managing Partner of Ernst and Young, he has overall responsibilities for the operation of the Singapore firm. He is also the Managing Partner of the Asean Sub-Area and a member of the Asia-Pacific Area Executive.

Mr Phan has also been active in government initiatives and projects. He was a former Board member of SPRING Singapore and Chairman of its Audit Committee. He was also a former member of the Singapore Economic Review (ERC) and PSB SME21 Committee.

     

3.

Yeo Lian Sim

 

As Chief Regulatory Officer of the Singapore Exchange Limited (SGX), Ms Yeo oversees the Risk Management & Regulation team that is responsible for maintaining a robust regulatory framework for SGX’s operation of a fair, orderly and transparent market and safe, efficient clearing services. Prior to SGX, Ms Yeo was Managing Director at Temasek Holdings. For most of her career, she was at the Monetary Authority of Singapore where she held responsibilities in various areas.

Ms Yeo serves on the Board of Shared Services for Charities Limited, the Audit Committee of the National Council of Social Service and the Singapore Institute of Directors Council. She graduated with Honours from the University of Singapore and holds a Master degree from the London Business School, UK. Ms Yeo was awarded the Public Administration Medal (Gold) at the Singapore National Day Honours in 1994.

     

4.

Elaine Lim

 

Mrs Lim is currently the Managing Director of Citigate Dewe Rogerson, i.MAGE. One of the pioneering corps of local communications professional, she started two public relations consultancies from scratch and built both organically into the top five in Singapore. She is credited with leading more than 250 companies to list on SGX-ST and revolutionising IPO marketing with a new marketing framework which has since been adopted as industry standard.

She is a founding partner of the Singapore Corporate Awards to raise the bar of corporate governance in Singapore.  At Citigate, she had been involved in a number of public sector programmes for various government bodies, including CPF, SDU, EDB, NCB/IDA, MOF, and the then Ministry of Communications.

Mrs Lim was named PR Professional of the Year by the Institute of Public Relations in Singapore in 1995.  Mrs Lim is actively involved in community service and has held positions in various organisations such as the Community Chest of Singapore and the National Youth Council. She was formerly a Board member of SATA and the Singapore Dance Theatre

   

5.

Wong Mun Summ

 

Mr Wong is a co-founding director of WOHA, one of Southeast Asia’s best known and most awarded architectural practices. Under his leadership, WOHA has received numerous international awards for excellence in design, including 4 different category winners at the World Architecture Festival 2010 and 2009 in Barcelona, 4 International Awards from the Royal Institute of British Architects in 2011 and 2010, the much-lauded International Highrise Award in 2010 and the prestigious 2007 Aga Khan Award for Architecture for a high-rise residential tower in Singapore.

Mr Wong obtained his Bachelor of Architecture (Honours) from the National University of Singapore and has over 20 years of experience in the architectural field. Active in government initiatives and projects, he has held several public appointments including Board Member of URA and REDAS Honorary Advisor (Architectural). Currently, he is a member of the HDB Architectural Design Panel, the Board of Architects Design Panel and several Design Advisory Panels under URA.

   

6.

Chai Chin Loon

 

Mr Chai has spent the past 16 years in the IT industry after retiring from 12 years of active service in the Singapore Navy where he held key appointments including the Commanding Officer of a naval ship. In Singapore Technologies, he managed the development and delivery of large application systems for government clients. Moving on to Cap Gemini, he was responsible for the regional infrastructure outsourcing business as well as the regional internal infrastructure through the Cap Gemini/Ernst & Young merger.

During his stint as the Chief Information Officer in A*STAR, he implemented the group-wide SAP system across the 15 entities in the A*STAR group to consolidate and standardize IT practices. He subsequently joined IBM as Senior IT Architect before moving to his current stint as Chief Operating Officer, Assurity Trusted Solutions Pte Ltd.

   

7.

Calvin Phua

 

Mr Phua is currently the Director of the Land Policy Division at the Ministry of Law.  He was previously the Director of the Intellectual Property Policy Division at the Ministry of Law, and was the Chief Negotiator of the team that successfully concluded the Anti-Counterfeiting Trade Agreement in 2010. 

He was formerly a Director at the Public Service Division and Civil Service College, and has served at the Ministry of Education, where he was part of the team that recommended the implementation of the Integrated Programme, and the then Ministry of Information and The Arts.  He has also worked as a management consultant with the New York office of Deloitte Consulting.

Mr Phua serves on the Council of the Singapore Cancer Society.  He graduated with Honours from Imperial College London and holds an MBA from Columbia Business School.
