Revision of Land Betterment Charge Rates
2. The Land Betterment Charge Act entered into force on 1 August 2022 and allows for the consolidation of charges for the enhancement of land value under SLA. The new LBC regime replaces the Development Charge (DC), Temporary Development Levy (TDL), and Differential Premium (DP) regimes. The DC Table of Rates are correspondingly replaced with the Land Betterment Charge (LBC) Table of Rates, which will continue to be revised on a half-yearly basis.
3. The LBC rates for Use Groups A (Commercial), B1 (Residential, landed), B2 (Residential, non-landed) and D (Industrial) have increased. The LBC rates remain unchanged for Use Groups C (Hotel/Hospital), E (Place of Worship / Civic and Community Institution), and Use Groups F, G and H. (See Appendix 1 for Table of LBC Rates).
LBC rates for Use Group A (Commercial)
4. The LBC rates for Use Group A (Commercial) have increased by 5.4% on average. 116 out of the 118 sectors saw an increase in LBC rates ranging from 3% to 8%, with the remaining 2 sectors seeing no change. The largest increase of 8% applies to the following sectors:
· Sectors 1 to 8 (Refer to detailed locations in Table 1)
· Sectors 10 to 12 (Refer to detailed locations in Table 1)
· Sectors 17 to 20 (Refer to detailed locations in Table 1)
· Sectors 41 to 43 (Cairnhill Road / Orchard Road / Somerset Road / Exeter Road / Buyong Road / Cavenagh Road / Scotts Road / Orchard Road / Orchard Boulevard / Bideford Road / Nutmeg Road / Mount Elizabeth / Claymore Road / Tanglin Road / Cuscaden Road / Grange Road)
· Sector 60 (Thomson Road / Irrawaddy Road / Tan Tock Seng Link / Mandalay Road / Central Expressway)
· Sector 88 (Mount Faber / West Coast Highway / Keppel Bay / Labrador Nature Reserve)
5. The LBC rates for Use Group B1 (Residential, landed) have increased by 10.2% on average. 116 out of the 118 sectors saw an increase in LBC rates ranging from 9% to 14%, with the remaining 2 sectors seeing no change. The largest increase of 14% applies to the following sector:
· Sector 67 (Cluny Road / Napier Road / Tanglin Road / Anderson Road / Stevens Road / Dalvey Road)
LBC rates for Use Group B2 (Residential, non-landed)
· Sector 113 (Yuan Ching Road / Corporation Road / Jurong West Ave 2 / PIE / KJE / Choa Chu Kang Ave 1 / Choa Chu Kang Way / Choa Chu Kang Road / Woodlands Road / Upper Bukit Timah Road / Bukit Batok area / Bukit Panjang area)
7. The LBC rates for Use Group D (Industrial) have increased by 2.3% on average. 94 out of the 118 sectors saw an increase in LBC rates ranging from 2% to 5%, with the remaining 24 sectors seeing no change. The largest increase of 5% applies to the following sectors:
· Sector 98 (Kaki Bukit / Bedok / Xilin Avenue / Simei / Changi South Area)
· Sector 108 (Holland Avenue / Holland Road / Sixth Avenue / Eng Neo Avenue / Pan-Island Expressway / Adam Road / Farrer Road / Margaret Drive / Tanglin Road / Commonwealth Avenue)
· Sector 114 (Boon Lay / Jurong West / Pioneer / Tuas / Sungei Kadut / Choa Chu Kang / Lim Chu Kang area)
8. There are no changes to the Use Groups Table and the Geographical Sector maps.
9. The revised LBC rates (Appendix 1), to be read in conjunction with the Use Groups Table (Appendix 2) and the set of Geographical Sector maps[1] (Map A and Map B), take effect from 23 September 2022. The new rates will apply to cases which are granted Provisional Permission (PP) or 2nd and subsequent extensions to the PP on or after the effective date.
10. For PPs or 2nd and subsequent extensions to the PP granted from 1 September 2022 (inclusive) to 22 September (inclusive), the March 2022 DC rates announced on 28 February 2022 (later replaced by the LBC on 1 August 2022) will continue to apply.
