Adaptive Repurpose of Former Kampong Chai Chee Community Centre to Serve Evolving Needs in the Community

The former Kampong Chai Chee Community Centre to be rejuvenated into a new community hub with intergenerational and youth-centric programming to serve East Coast residents

  

The People’s Association (PA) and Singapore Land Authority (SLA) jointly launched a Price and Quality tender for the former Kampong Chai Chee Community Centre today. The State property located at 200 Bedok North Ave 1 will be adaptively repurposed to benefit residents in the community. 

 

2        PA and SLA welcome a collaboration with the successful bidder to build a community hub that aims to bring residents from different generations together, especially youths living around East Coast. A flexible and responsive approach will be adopted in the planning and development of amenities and programmes, to ensure an optimal utilisation of space while taking into consideration the feedback of residents and community groups within the area.

 

3        To understand the evolving needs from the community, Kampong Chai Chee division and SLA had earlier sought views from residents on their vision for the repurposed space through surveys and interviews. Many older residents hold fond memories of the former Kampong Chai Chee Community Centre and look forward to using the space for community bonding, especially with younger residents. Many of the youths surveyed hope the space can be converted into a hangout spot nestled within a mature estate. Some facilities that residents wish to see include a multi-purpose hall that can be used for weddings and festive celebrations, outdoor event spaces, a shared kitchen studio that can be used to support home bakers and sports facilities that cater to various age groups.

 

4        Mr Tan Kiat How, Senior Minister of State in the Ministry of Communications and Information and Ministry of National Development, and Adviser to East Coast GRC, shared, “As part of efforts to build a more vibrant East Coast, we want a community space that can bring our residents together, especially our youths. The community hub would complement existing facilities and inject greater vibrancy to Bedok Town. Many of our residents grew up hanging out at the former Kampong Chai Chee CC. I am glad that we are giving the CC a new lease of life and repurposing it into a new community hub for youths. This will benefit the next generation of residents and hopefully allow them to create their own memories of growing up in Kampong Chai Chee.”

 

A Price-Quality Tender

5        The joint Price and Quality tender aims to repurpose the State property into a community hub that provides enhanced facilities and new services that cater to the current and future needs of residents and communities in the vicinity. Please refer to ANNEX for details of the site.

 

6        The tender will be evaluated based on Price (20%), CAPEX (10%) and Quality (70%) criteria, with a strong emphasis on the proposed concepts and the tenderers’ ability to achieve the vision of the site as key considerations. The Quality component of the proposed concept will be evaluated based on the potential of the proposals to provide diverse and affordable offerings and active programming that will appeal to the residents and communities in the vicinity.

 

7        The tender will be open for 7 weeks starting from 13 December 2023. Interested tenderers can access SLA’s State Property Online Information (SPIO) portal, at https://app.sla.gov.sg/spio for more information.

Allowable Uses

Community hub use only. Multi-purpose hall, outdoor event space, shared kitchen studio and sports facilities* shall be provided to facilitate hosting of community-based activities. Ancillary Heritage Centre, office space for voluntary welfare organization, and/or retail/F&B use (with or without ORA, where such ORA shall be capped at 260 sqm), can be allowed subject to a GFA cap of 400 sqm.

*Badminton court(s) shall be included as a mandatory sports facility.
