Board Appointments at the Singapore Land Authority

1.             The Minister for Law has reappointed six members and appointed one new member to the Board of the Singapore Land Authority (SLA).

 

Reappointed Members

2.             Board Chairman, Mr Yeoh Oon Jin, will be reappointed for a one-year term. He was formerly the Executive Chairman of PwC Singapore.

 

3.             The following members will be reappointed for a term of two years:

  •  Mr Loh Lik Peng (Founder and owner of Unlisted Collection)
  • Mr Loh will continue to serve as Deputy Chairman of the Board
  •  Mr Jerry Koh (Managing Partner, Allen & Gledhill)
  • Mr Lim Soon Chong (Group Head, Global Transaction Services, DBS)
  • Mr Kenny Tan (Deputy Secretary (Workforce), Ministry of Manpower)


4.             The reappointments take effect on 1 August 2024.

 

5.             Mr Colin Low, Chief Executive of SLA, was also earlier reappointed to the Board on 12 April 2024.

 

New Member

6.             Ms Koh Swee Yen, SC will be appointed for a term of two years, commencing on 1 August 2024. She is Head of International Arbitration Practice and Partner in Commercial & Corporate Disputes and Commodities & International Trade Practices at WongPartnership.

 

Out-going Member

7.             Ms Marina Chin, SC, Joint Managing Partner, Tan Kok Quan Partnership, will complete her current term of appointment on 31 July 2024.

 

8.             The Ministry of Law and SLA extend their appreciation to Ms Chin for her contribution to SLA.

9.             The following members will continue to serve on the SLA Board:

Reappointed Chairman

Mr Yeoh Oon Jin was the former Executive Chairman of PwC Singapore and a member of the PwC Executive Board for the CaTSH firm, which comprises the PwC firms in Singapore, China, Hong Kong and Taiwan, before his retirement following a 38-year career with PwC.

 

He was a key member of PwC Singapore’s Leadership Team for more than 15 years, leading the firm through key growth milestones. His contributions include ramping up the firm’s corporate social responsibility agenda, strengthening the firm’s consulting capabilities, and championing its digital transformation journey.

 

Mr Yeoh currently serves as Chair of the Governing Council for Singapore Institute of Directors. He also serves on the board of the Singapore Exchange Limited, Singapore Airlines Limited, and Trust Bank Singapore Limited, and concurrently holds the position of Chairman of the respective board Audit Committees.

 

In addition, Mr Yeoh is a member of the Corporate Governance Advisory Committee set up by the Monetary Authority of Singapore, and serves on the board of Singapore Health Services Pte Ltd and board of Governors for the Lien Foundation. He is a Fellow member of the Institute of Chartered Accountants in England and Wales.

 

Mr Yeoh graduated with a First Class Honours (Accounting) from the University of Birmingham, England.  He was a prize winner of the Institute of Chartered Accountants in England and Wales professional exams.

Reappointed Deputy Chairman

Mr Loh Lik Peng is the founder and owner of Unlisted Collection.

 

Mr Loh runs the Unlisted Collection, an umbrella brand comprising seven boutique hotels and around thirty restaurants in Singapore, London, Dublin, and Shanghai.

 

He is a well-known hotelier, restaurateur, and entrepreneur. Prior to the Unlisted Collection, he was a corporate litigator, and an entrepreneur who successfully set up various ventures across Singapore, Shanghai and London.

 

In 2004, the Singapore Tourism Board awarded Mr Loh with the “New Tourism Entrepreneur Award” for his work in transforming a simple shophouse into Hotel 1929. He was once again awarded the “Tourism Entrepreneur of the Year” award at the Singapore Experience Awards 2011, the most prestigious awards platform in Singapore’s tourism industry.

 

Mr Loh is Chairman of SHATEC Institutes, SOTA, and Singapore Cruise Centre Pte Ltd. He also serves as a Board member at the National Heritage Board and as Board Advisor for the National Volunteer and Philanthropy Centre.

 

Mr Loh graduated with a Bachelor of Law from the University of Sheffield, England, and a Postgraduate at London School of Economics followed by Bar Exams in England and Wales.

Ms Koh Swee Yen, Senior Counsel, is Head of International Arbitration Practice and Partner in Commercial & Corporate Disputes and Commodities & International Trade Practices, at WongPartnership.

 

Ms Koh graduated with Bachelor of Law (First Class Honours) from the National University of Singapore (NUS), and served as a Justices’ Law Clerk to the Chief Justice of Singapore before entering private practice. Her practice focuses on complex, high-value and multi-jurisdictional disputes. She regularly appears before the Singapore Courts and in international commercial and investment arbitrations. She is admitted to the Roll of Solicitors of England & Wales and also has rights of audience before the DIFC Courts.

 

Ms Koh is the Co-Chair of the IPBA Dispute Resolution and Arbitration Committee, an officer of the IBA Asia Pacific Regional Forum, as well as a member of the ICC Court. She is a member of the Public Entertainment Appeal Board, Criminal Law Advisory Committee (Hearing), Citizenship Committee of Inquiry, and the Gambling Regulatory Authority's Patron Dispute Committee. Ms Koh is also the President of the Singapore branch of the International Law Association, and on the Governing Board for the Centre of International Law, NUS.

Mr Colin Low is the Chief Executive of the Singapore Land Authority.

 

Mr Low has more than two decades of experience in international real estate and hospitality investment, fund management (REITs/private equity), business development and corporate banking.

 

Prior to his current appointment, Mr Low was the Chief Executive Officer of Frasers Hospitality Trust, a Singapore listed REIT with total asset size of S$2.3 billion across Europe and Asia Pacific. He was responsible for spearheading the overall strategic planning and implementation of the business, investment and operational strategies for Frasers Hospitality Trust. Mr Low had also worked in Frasers Hospitality in different capacities as Director of Business Development, and subsequently as Senior Vice President (SVP), Head of Investment.

 

Mr Low was previously head of hotel investment properties for Europe, the Middle East and Africa (EMEA) at CBRE Hotels, a global commercial real estate services company. Based in CBRE’s London office, he was in charge of its hotel transactional business across the EMEA region.

 

Mr Low graduated with a Bachelor of Social Science (Honours) degree in Economics from NUS.

Mr Jerry Koh is Managing Partner of Allen & Gledhill.

 

Mr Koh has been practising as a corporate lawyer since 1993. His main areas of practice include capital markets, M&A and investment funds. Mr Koh heads the firm’s REITs Practice and Investment Funds Practice, and is the leading authority on REITs and business trusts. Mr Koh also regularly advises on complex securitisation and structured finance transactions, and corporate governance.

 

Mr Koh has been cited as a leading practitioner in Chambers Global, Chambers Asia-Pacific, IFLR1000, The Legal 500 Asia Pacific and Who’s Who Legal. He has also been recognised as a thought leader by Who’s Who Legal.

 

Mr Koh serves as director of The National Kidney Foundation (Singapore). He is also the Secretary of the REIT Association of Singapore and Council Member of the Nee Soon Town Council.

 

Mr Koh graduated with a Bachelor of Laws (Honours) and a Master of Laws from NUS. He also holds a Master of Arts from Bob Jones University.

Mr Lim Soon Chong is Group Head of Global Transaction Services at DBS. In his current capacity, Mr Lim oversees cash management & payments, trade financing and securities & custody services at DBS’s Institutional Banking Group. Mr Lim is also a member of DBS Group Management Committee.

 

Mr Lim has more than 25 years of financial sector experience with varied experiences in transaction banking, wealth management, digital transformation, Treasury risk and bank capital management and macroeconomic analysis. Mr Lim is also a member of the Board of Directors on Partior Pte. Ltd, DBS Finnovation Pte. Ltd and Singapore Trade Data Exchange Services Pte. Ltd.

 

Mr Lim graduated with a Bachelor of Social Sciences (Honours) from NUS.

Mr Kenny Tan is the Deputy Secretary (Workforce) at the Ministry of Manpower (MOM). His mission is to enable all Singaporeans to achieve career progression and retirement adequacy. MOM works closely with tripartite partners to implement active labour market programmes and foreign workforce policies to support economic and workforce transformation, creating good jobs for Singaporeans. Through the Central Provident Fund Board, MOM also implements the national social security savings scheme.

 

Prior to MOM, Mr Tan has held various positions in the Ministry of Home Affairs, Ministry of Finance and Singapore Police Force. He currently serves on the boards of the Central Provident Fund Board, SLA, and the Institute of Human Resource Professionals.
