State Properties at 13 and 13A Dempsey Road awarded for wellness and creative lifestyle uses

Singapore, 14 October 2024 – The Singapore Land Authority (SLA) and Singapore Tourism Board (STB) have successfully awarded the Price and Quality (PQ) tender for wellness and fitness uses at 13 Dempsey Road (#01-05, #01-07) and 13A Dempsey Road to Power Moves Pte Ltd (“Power Moves”). SLA has also awarded another separate PQ tender for 13 Dempsey Road (#01-01, #01-02 and #01-06) to Florte Design Pte Ltd (“Florte Design”) for creative lifestyle uses.

 

2        The tenders were launched in April and March 2024 respectively, as part of efforts to further enhance Dempsey’s iconic reputation as a choice destination for diverse offerings. The introduction of fresh concepts, such as urban wellness and creative lifestyle uses will add on to the offerings and vibrancy of the well-loved precinct.

 

3        These efforts will ensure Dempsey’s offerings remain varied, interesting and relevant to both Singaporeans and international visitors. This also helps to meet the increasing demand for unique offerings that befit new and evolving lifestyles that have emerged in recent years.


Urban Wellness Haven in the Heart of Dempsey

4        STB, in partnership with SLA, launched a joint Price and Quality (PQ) tender in April 2024 seeking unique wellness and fitness lifestyle proposals for 13 Dempsey Road (#01-05, #01-07) and 13A Dempsey Road. All five proposals received upon tender closing were evaluated based on Price (40%) and Quality (60%) aspects for holistic assessment. The Quality component included an assessment of the proposals’ concept and creativity, contribution to the overall vibrancy of the precinct, and incorporation of green and sustainable initiatives.

 

5        Power Moves, whose winning proposal had the highest combined PQ score, seeks to provide visitors with a holistic wellness experience, through the integration of Pilates and fitness classes, medical spa and aesthetic services, nutritional counselling services, and a café offering healthy and organic food and drink options.

 

6        As part of plans to enliven the precinct through community initiatives, Power Moves also plans to offer customised activities, such as workshops, fitness challenges, pop-up events and wellness pavilions, in support of key tourism events/campaigns, such as the Grand Prix Season Singapore.

 

7        “Power Moves Pte Ltd was awarded the tender for its vision to create an integrated urban wellness concept focused on overall holistic well-being. Their innovative blend of physical, aesthetic and longevity-focused offerings is expected to appeal to both locals and visitors alike. The balance of fitness and wellness lifestyle experiences aligns with STB’s goal of positioning Singapore as an urban wellness haven with novel and holistic offerings,” said Ms Ong Ling Lee, Executive Director, Sports and Wellness at Singapore Tourism Board.

 

8        In line with SLA’s efforts to advocate green leases – Power Moves will also drive green and sustainable initiatives, including the installation of electricity and water saving appliances, as well as installing solar panels to harness renewable energy.

Artisanal Offerings by Homegrown Floral Studio

10       To further enhance Dempsey’s reputation as a unique lifestyle enclave, SLA had launched another Price and Quality (PQ) tender in March 2024, at 13 Dempsey Road #01-01, #01-02 and #01-06, for creative lifestyle uses that encourages artisanal trades. All eight proposals received were similarly evaluated based on a Price (40%) and Quality (60%) weightage, with homegrown floral studio, Florte Design, being awarded the tender as the tenderer with the highest combined PQ score.

 

11       Florte Design will add on to the precinct’s offerings through its vibrant array of flower merchandise and lifestyle collection of selected goods such as vases, pots, tumblers and cups. Regular hands-on floral arrangements workshops, seasonal floral festivals and collaborations with nearby businesses, local artists and musicians will also be organised as part of efforts to further add vibrancy to the precinct.

 

12       The premises will also feature ancillary offerings such as fitness studio, and multi-purpose event and photo space, with customised floral arrangements and decorations as a creative backdrop.  Visitors can also look forward to an all-day café which will feature a selection of flora-infused drinks. Eco-friendly packaging materials and partnership with local compositing facilities to turn floral waste into nutrient-rich compost will also be adopted as part of efforts to go green.

14       Both awarded tenders will offer an upfront tenure of five years, with an option to renew for a second term of four years.

15       Ms Carrie Wong, Director of Business Planning and Development Division at SLA said: “Our efforts to introduce new creative concepts to Dempsey are starting to take shape. By bringing in various wellness, sports and lifestyle uses, we seek to strengthen Dempsey as an iconic choice destination for diverse offerings. The higher weightage placed on the Quality component for these latest Price and Quality (PQ) tenders at Dempsey is testament to our continuous efforts to seek innovative concepts that will inject vibrancy to the precinct, with a focus on more community engagements through place-making. SLA will continue to work with key industry partners to bring out the distinctive character and charm of Dempsey and expand the range of experiences offered at the precinct.”
