  • Mr Liew Heng San, 49 years old, joined the Administrative Service in 1977 after graduating with a Bachelor of Arts (Honours) degree from Cambridge University on an Overseas Merit Scholarship. He obtained a Masters in Public Administration from Harvard University in 1986.
     
  • Mr Liew served a stint in NTUC, where he held the appointments of Executive Director (NTUC Comfort Workshop) and Executive Secretary (Singapore Industrial and Services Employees Union), and worked in the Public Service Commission Secretariat and the Ministry of Trade and Industry before his appointment as Principal Private Secretary to Deputy Prime Minister Lee in 1991. He was appointed Deputy Secretary, Ministry of Communications and Chief Executive Officer, Land Transport Authority in 1995 and Managing Director, Economic Development Board in 1998. Mr Liew has been Permanent Secretary, Ministry of Law since 2001.

  • Ms Chan Lai Fung, 41 years old, joined the Ministry of Communications and Information in 1987 as an Assistant Director and subsequently Deputy Director handling Air Transport and Telecommunications, after graduating with a Bachelor of Economics (Honours) degree from Monash University on a Colombo Plan Scholarship.
     
  • In 1990, Ms Chan moved to the Ministry of Health as Deputy Director (Finance) and later Director of Finance. In 1995, she was posted to the Ministry of Finance where she served as Director, Investment and subsequently Director, Taxation. Ms Chan was posted to the Prime Minister's Office, Public Service Division in 1998 where she served in various positions such as Head of the then Scenario Planning Office which was responsible for overseeing the development of scenario-based thinking in the Civil Service and Director of the Institute of Policy Development which is responsible for the training and development of senior public officers. In 2002, Ms Chan was appointed Deputy Secretary, Ministry of the Environment and in 2004, she was appointed Deputy Secretary (Trade), Ministry of Trade and Industry.
